The teacher would either carry on lesson ignoring them, or just turn off the ceiling fan one by one as punishment, or just look back at the kids with a 'stern' look and silence, or let the class stay back for 5-10minutes... Obviously these action do not change the kids behavoir and for the whole semester it's as 'noisy' as that.. if the teacher is not disciplining the kids or is ineffective in disciplining the kids, then i suggest to raise this to the form teacher or HOD or Principal that the behaviour is affecting the other students and the class is too noisy for proper studying. They also like to participate in activities and exercises that the school joins. We are leaving after three years. As a final note, I will tell you that the Head of School reads emails from the parents to the teachers and from the teachers to the parents on a regular basis (and she is not cc'd on them). Some kids just talk (joke) loudly during class, and some even fly paper plane. The school seem to be a well sought school where it always surface out balloting at Phase 2C (More than 2km). To offer to help one child in a family and turn down their sibling makes it incredibly difficult for the whole family.
