ZURICH (Reuters) - Drugmaker Novartis AG has begun a programme in Kenya, Ethiopia and Vietnam to supply 15 low-cost medicines to fight chronic diseases like diabetes and high blood pressure. Specifically, treatment of the steroid cut the death rate by 35% in patients on invasive mechanical ventilation, according to non-peer-reviewed results. The company aims eventually to expand the scheme to 30 developing countries. Its malaria generic, hydroxychloroquine, is not included after some COVID-19 trials concluded it did not work and the United States cancelled emergency authorisation, though Novartis continues to provide it for trials and on government requests. But the same U.K. COVID-19 clinical project, dubbed Recovery, recorded better outcomes for the dexamethasone arm, leading to a quick approval by the U.K. government.
Novartis' Sandoz said it will not profit from 15 generics, including dexamethasone, that it's offering to developing countries to manage COVID-19 patients' symptoms.

The U.N. estimates more than 40 percent of adults in many African countries have high blood pressure, while four-fifths of the world’s 350 million diabetes sufferers are in developing nations. The drug list include Novartis's valsartan for hypertension, vildagliptin for diabetes, and generics from its Sandoz division including tamoxifen for breast cancer. Within the scope of the agreement, Novartis is responsible for completing Phase I clinical trials.
Novartis’ generic hydroxychloroquine may have little use in COVID-19, but the Swiss pharma still wants to contribute its low-cost drugs in some way in the current fight. In rural areas of Rwanda, one doctor may serve as many as 60,000 people.
